How are quoted jobs handled

There are two scenarios

1. Workorder created that requires a quote
2. Workorder created that does not require a quote but where a quote is later submitted

Scenario 1

The property manager creates a workorder with any number of contractors so that they can obtain multiple quotes. Once one of the quotes has been accepted by the manager or owner the job moves from pending to live on the manager, contractor, and owner side.  See flow below  

Scenario 2

A workorder, in this case, has already been accepted and is live on the contractor app. The contractor later provides a quote to be accepted. See flow below. The manager or owner can approve the quote
